For stable democracy, it is the need of time to create sense of responsibility among masses which can only be developed by active participation in to the day to day decision making process affecting their life. It will defuse the centre of power. Relation between centre and provinces are of vital importance. All the provinces will represent equally, the members within the provincial assembly will be electing the members from within but it is essential that all the divisions get equal representation in the national assembly. The vacant seat in the PA will be filled in by the divisions to the province and vice a versa. The National Assembly will elect one minister from within, who will be called the priminister, threw will be no more ministers in the NA.All the department in the centre will be controlled by the committee consisting upon members from all the proviences.The centre will hold the portfolio of:
· Foreign policy
· Communication
· Currency.
· Defense
The electoral system will be so reformed as to give primacy to political programmed. This will be done by introducing the system of voting for party lists and not for individual candidates.
